The tension of clip is adjustable by bending to desired friction/smoothness to body of the toothpick holder dispenser: Disassemble top keyring holder by unscrewing from toothpick holder.
The clip can now be taken out.
Bend top portion of clip to adjust tension/fiction.
Install clip back on toothpick holder and screw back the keyring holder piece.
